Unlocking the vaccine production prior to research being completed gives you head start on the production bar after vaccine research completes.
Position your response team in the hardest hit country as the game moves forward and maneuver them occasionally, this has a large impact on reducing the virus where they are stationed. You always get your spent research points back for lifting the restrictions which you can rapidly re-invest in infection reduction immediately after. Use Lock-down & travel restrictions early and hard, even some authority loss at the start is worth it compared to having it spread too fast.
